We, Members of the European Parliament, strongly condemn the deployment of Russian troops in Ukraine. This military aggression in Ukraine is clearly against international law and the principles of European security.

It violates the spirit and letter of the 1994 Budapest Memorandum of December 1994, in which Russia along with the UK and US guaranteed territorial integrity, sovereignty and security to a nuclear-free Ukraine, as well as numerous other international agreements.

We call upon the High Representative of the Union for Foreign Affairs and Security Policy, Catherine Ashton, to immediately convene an extraordinary meeting of the EU Foreign Affairs Council. The European Union must respond to Russia’s actions united and with all the diplomatic, economic, trade and security policy means at its disposal.

The European Union should not stand by while the second largest European country is being subjugated by an undemocratic regime.

If military intervention is not immediately stopped, Russia’s leadership should face personalized sanctions and Russia should face diplomatic and economic isolation.

We call upon all people of good will in Russia to express their opinion against the illegitimate actions of their rulers.

We express our support for the new Ukrainian Government in its efforts to de-escalate and stabilize the situation in the country.
